Risk matrix approach tp project management

I'm in the process of filling out a tender and have come across this shit. "The company work on a risk matrix approach to project management. What do you see as the key risks and your mitigation strategy?"
Anyone have any idea what the f*** they are on about?
Thanks
Graham

Heres one I did earlier.. not right I know.

From memory the frequency is how often it could happen or the workers are exposed to the risk, the impact is how bad the results could be... the risk is then managed on a priority basis

On first reading I thought RAMS and the the standard martix, but this a risk matrix for the project management, not the actual work!
I guess getting estate agents to carry out your tender process for shooting range work is going to lead to a few missunderstandings of termanology.
