Looks like propulsion to me connected to a crank on the back axle
As fo the steering simple pin in the middle of the axle

Does look a nice old cart though

I thought cranked axle too Mog.
I see the centre king pin, but why the drag link up front of the axle?

Turn the axle through 360 and the "drag link" is a foot rest /steering bar for shorties! Good range of adjustment on the original tin pan seat which rusted away and also three positions on the connecting rod to alter the throw of the push / pull handles. Instant change from forward to reverse and vici verci unless the crank is at forward or backward dead centre when it needs a slight rocking to get it moving.
Considering its possible immediate post WW2 manufacturing date at a time when steel was on ration its amazing that it could be marketed , unless of course it was actually pre war and not new when it came to me.

You wouldn't want to pick up speed on a hill and try and grab the go handle with that direct drive lol
