Why could they not just say we need to test all cranes yearly...end of. But oh no that's too easy.

the problem they have, is that they do not have the facilities to fit a lot of these machines into for test .... physically.
imagine turning up at a test station with one of these
or this ....
As it appears to be set out, there're very few cranes that are going to fall into the test category anyway, as not that many are based on an 'off the shelf' LGV chassis.
The industry (cranes) used to be relatively self policing and if you were caught on the road with a defective vehicle, you can still be done .... the issue is the 'odd cowboy' .... like the aforementioned ..... who doesn't give a shit and thinks he's fireproof. ...... should've been locked up years ago for all sorts of stunts .. and banned from ever operating any form of business, ever again

Exactly druid but it's the likes of them that spoil it for us all and then the gov come up with a ruling that neither sorts the issue but creates issues for other parts of the industry that isn't related to what they set out to do.
They should of just said we are testing cranes and created the facility for their testing but oh no they come up with an half arse idea that doesn't fit what they set out to sort.

All I can say is we think alike on this type of stuff and I know we are years apart from each other. This industry/gov don't employ those that understand it to make the rules, they come up with an idea that sounds like they have done something but all they have done is created an obstical for someone somewhere else

Re: this'll sort out a few 'weeds'
Round here there's Maybe 2 or 3 crane hire companies within a 60 miles radius and they would each have about 8/10 cranes. I don't think it would be out of the question for them to each have a their own brake tester suitable for their own machines and carry out brake testing/ road worthiness checks at an interval suitable to their work load. I don't know a lot of crane hire firms that are owner operator type one or two cranes who would struggle to pay for a facility for this kind of testing.

is a mog a truck or tractor, truck chassis yes but some are used for agriculture, forestry haulage and are in a grey area. yes you are limited to six miles. or
Agricultural processing vehicles - such as mobile seed cleaning machines or feed milling machines - wood chippers, these can be mounted on trucks and used.
there are ways and means,

Mate is looking at buying a volumetric,he's a bit nervous but all the sellers are telling him the laws not going to change.
I keep telling him to buy a donkey powered unit and mount it on a skelly trailer,it's the only way these units are going to be worth running.
